After that, it has been developed as an educational institution for teacher training and multidisciplinary continually until it was upgraded to Ubon Ratchathani Rajabhat University in 2004 until the present year. It is considered as one of the oldest Rajabhat universities in Thailand. Management of graduate programs at Ubon Ratchathani Rajabhat University was developed from the Rajabhat Institute Act of 1995 which raised the status of Ubon Ratchathani Teacher College to Ubon Ratchathani Rajabhat Institute. During that time, it pioneered to open master’s degrees and was the first Rajabhat institute among the Rajabhat institutes across the country to offer graduate programs (Master’s degrees) by developing graduate programs, regulations, rules and announcements related to the management of graduate programs at Ubon Ratchathani Rajabhat University. This was because Ubon Ratchathani Rajabhat Institute at that time was considered that the institute had decades of continuous experience in providing diplomas and bachelor’s degrees. Therefore, it was appropriate to expand academic opportunities and provide education services to the local people by offering courses at a postgraduate level. In the first phase, three master’s degrees in education programs were opened in 1997. They were Educational Administration. Research and Evaluation, and Curriculum and Instruction Development. In the same period, a graduate certificate program in teaching profession or a graduate degree (teaching profession) was opened. The students enrolled were the students who received scholarships from the project of the Promotion of Science and Mathematics Talented Teachers. After that, Graduate Diploma Program in Teaching Profession offered to the graduate students and it has been continued offering the degrees to the graduate students up to the present. Then, more master’s degree programs were offered to the graduate students in the regular and special semesters by using the curriculum developed by the university committees or the central curriculum of the Office of the Rajabhat Institute Council.
Later, three programs were offered to the graduate students. They were Doctor of Philosophy Program in Regional Development Strategies offered in the academic year 2005, Doctor of Education Program in Educational Administration offered in the academic year 2006, and Doctor of Education Program in Research and Educational Evaluation offered in the academic year 2010.

There were 839 graduate students in the regular semester and the special semester in the graduate certificate program in teaching profession, the master programs, and the doctoral programs in the academic year 2018. When the number of the graduate students in the academic year 2018, 839 graduate students, was compared with the number of the students in the academic year 2015, 1,694 graduate students, the result of the comparison showed that the number of the graduate students in the academic year 2018 was lower than the number of the graduate students in the academic year 2015. In addition, the Graduate School Building and modern facilities are on the continuous development in order to lead the Graduate School to be a learning organization and perfect local development, namely, systematic development, education quality assurance for higher education, instructors’ development, and programs’ and teaching and learning development.
