In the present, the government and private sectors pay more attention to Knowledge Management (KM) because the competition situations in the present cause organizations develop and adjust themselves to be in the advance levels and survive. Therefore, the management of the knowledge existing to be used as a tool to bring organizations to the learning organizations is challenging for the changes in the present era. This is because the importance of the learning organizations is the ability of the management of the knowledge exiting to receive the highest benefits and the ability of the management of the members in the organizations to be aware of developing knowledge and their ability continuously, so the ability of the management of the knowledge and the members lead to the sustainable development of the organizations after all. Hance, the knowledge management is paid attention in Ubon Ratchathani Rajabhat University because it is intellectual capital that can be used to make benefits for both the personal and organizational levels with the target that aims to make the university to be the learning organization. Therefore, the knowledge management and the internal quality assurance are arranged in the university. To encourage the organization paying attention to the importance of the benefits receiving from the knowledge management and to manage knowledge solidly to cover all of the university missions and to be a tool in developing the university’s works to be in the advance levels and lead the university to be a learning organization as the target determined, the Graduate School arranges the project on Knowledge Management in the graduate programs to enable the graduate school staff to manage all of the learning management and create the highest benefits that can push the organization to the real learning organization.
